There was a good chance that Kurt Angle was going to be back with the WWE in 2017, but nobody thought that they would actually allow him to wrestle. The fact that their main hook for the TLC PPV was ruined they panicked and had Kurt Angle wrestle in order to make up for the lack of The Shield.
